HOUSING RENTAL LICENSE – Building and Housing Department A housing rental license is required for all residential property in Shaker Heights, including one- and two- family dwellings, condos, and apartments. POINT OF SALE – Building and Housing Department Owners of improved residential property, including multi-family buildings, are required to obtain a Certificate of Inspection (Point of Sale) prior to entering into a purchase agreement to sell the property. The POS is an interior and exterior inspection of all structures and yard areas to identify violations of the City’s Property Maintenance Code. Any violations identified must be corrected prior to transferring the property. Alternatively, If violations are outstanding at the time of transfer, an escrow account with sufficient funds to correct violations must be established with the City.
